Declan was a centre back for Manchester United, having signed from Cardiff City in the summer of 2011. He didn't feature at all in the 2013/14 season due to injury. He was forced to retire at the end of the 2013/14 season due to persistent knee injuries.

Declan has represented Wales at Under-16 and Under-18 level.
