Qualification for the 2014 European Under-17 Championship in Malta took part in two separate stages. The qualifying round was played across September, October and November 2013 and featured 52 teams split into 13 groups. 27 teams progressed to the second stage of qualification, the elite round, which was held over a week at the end of March 2014.

Qualifying round

The 52 participating teams were split into 13 groups of four based on seeding from the UEFA Under-17 coefficient ranking.
